Chief Program Officer

New Destiny’s mission is to end the cycle of domestic violence and homelessness for low-income families and individuals by developing and connecting them to safe, permanent, affordable housing and services. To achieve its mission, New Destiny builds and manages housing with on-site services; offers innovative programs that assist survivors in finding and retaining affordable housing; and works to expand access to permanent housing resources for survivors. New Destiny is the largest provider of supportive housing for domestic violence survivors in New York and is a leading advocate in the effort to obtain the resources needed to end family homelessness in New York City

The Chief Program Officer is responsible for the planning, management, development, and implementation of New Destiny’s Program Strategy. Reporting to the Executive Director as a member of the Executive Team, the Chief Program Officer is also responsible for establishing the goals, impact measures, and strategic direction of programs along with maintaining and developing external relationships to support the agency’s mission and strategic vision.

Duties & Responsibilities

The Chief Program Officer is responsible for New Destiny’s social service programs which include its Family Support Program (supportive housing for domestic violence survivors); Housing Access & Stability Services (rapid rehousing and aftercare for survivors); Mental Health & Wellness Services (Counseling, Financial & Health Coaching) and the Data & Evaluation team. Collectively, the team facilitates DV survivors moving into housing and ensures that our programming is successfully supporting families to break the cycles of domestic violence and homelessness and have what they need to rebuild their lives and thrive long-term in safe, affordable housing.

The Chief Program Officer is expected to participate in Board meetings and to interact with Board members and Board Committees. They will represent the agency in external meetings, and on coalitions and advocate for the organization’s mission in public settings.

PRIMARY RESPONSIBILITIES

LEADERSHIP:

  • As a member of the Executive team, provide leadership and input for all strategic planning processes and key operational decisions with the ED, staff, and Board of Directors.
  • Provide effective, inspiring leadership, as well as stewardship of New Destiny’s resources by being actively involved in and overseeing all programs and services.
  • Maintain strong program performance while ensuring appropriate program growth and long-term strategic sustainability, all with a commitment to DEI.
  • Be innovative and willing to challenge the status quo; looking outside New Destiny for better approaches and solutions to the challenges facing families experiencing homelessness.
  • Ensure that New Destiny’s services are following all local, state, and federal regulations, certifications, and licensing requirements.
  • Cultivate new and maintain existing relationships with the goal of ensuring enough resources and access to services.
  • Partner with the Executive Director to represent the agency with external constituency groups, including community, governmental, and private organizations.

PROGRAM:

  • Provide direct supervision & support to department heads to ensure consistent focus on quality of services, progress toward goals, and adherence to mission and strategic plan.
  • Implement and lead a continuous quality improvement process throughout the program and service areas: focusing on systems and process improvement, program outcomes, and program evaluation.
  • Support the entire program staff and lead a high-performing team by further developing and implementing recruitment, training, and equitable retention strategies.
  • Lead relationship management and negotiations with public agency funders of programs and services, ensuring alignment of grants and contracts.
  • Ensure the delivery of qualitative and quantitative goals and outcomes of programs and services

FINANCIAL OVERSIGHT:

  • Manage effectively within the annual operating budget, ensure the continued financial viability of program services, and report accurately on progress made and challenges encountered.
  • Oversee the coordination, integration, and delivery of all programs, contracts, and related services, promoting collaborative relationships between program areas and ensuring that the expectations of funders, partners, constituents, clients, and other stakeholders are consistently met.
  • Collaborate with the fundraising department to respond to government and foundation requests for proposals and applications in partnership with development and senior staff; coordinate planning and activities necessary for the development of model program designs in response to RFPs and RFAs.
  • Work closely with the finance department to budget and monitor housing and programmatic operations to ensure sound fiscal and system management.

  • A strong relationship builder and communicator with experience engaging community partners, government agencies, and funders.
Qualifications
  • Minimum of a bachelor’s degree required; MSW, MPA, or graduate degree in other relevant area preferred.
  • Must have at least 8-10 years of supervisory experience and demonstrated, high-level leadership success in developing and implementing comprehensive programs of comparable size to New Destiny.
  • Clearly defined and practiced supervisory philosophy that includes effective team management which supports high performance and employee retention.
  • Exceptional operational, financial, project management, and administrative skills are essential and expected. • Knowledge of affordable housing, supportive housing, and/or domestic violence is a strong plus.
  • Must have direct experience with government contracts. Experience with HUD Continuum of Care is a strong plus. • Must be highly organized and detail-oriented while maintaining an overview of the big picture.
  • Proven creativity and resourcefulness in approaching problems and issues are required.

  • Excellent communication skills, both written and oral, are required.
    Compensation and Benefits

    Salary $150,000-$165,000 per year depending on qualifications. This is a hybrid role allowing for regular Work-FromHome days. This is a full-time position with an excellent benefits package including medical, dental, vision, short disability, PTO, paid holidays, 401(k), and other benefits. EOE
