Emergency Housing Vouchers

The Emergency Housing Voucher (EHV) program, a rental subsidy program created by the federal government in 2021, is set to expire by the end of this year. Though it was initially intended to provide rental assistance until 2030, the U.S. Department of Housing and Urban Development (HUD) announced that it would end funding for the program early. While EHV participants still have their vouchers, they should continue to follow the program’s guidelines, including submitting recertification paperwork, continuing to pay rent, and living within the usual Section 8 guidelines. In New York City, the vouchers are administered by three agencies:

  • The New York City Housing Authority (NYCHA) provides EHVs to more than 5,000 households.
  • The Department of Housing Preservation and Development (HPD) administers EHVs for approximately 2,000 households.
  • The New York State Department of Homes and Community Renewal (HCR) provides EHVs to close to 350 households.

 

How to Know Which Agency Administers Your EHV: 

If you’re unsure, you should check any documentation you have related to your voucher, such as:

  • Any recent letters, emails, or communications about your voucher
  • Recertification paperwork
  • HAP contracts
  • Shopping letters
  • Your online Self-Service portal

All the above should list which agency administers your voucher. Both HPD and NYCHA have recently sent communications to voucher holders about how they will handle the end of the voucher funding.

 

If your voucher is administrated by HPD:

HPD EHV participants should closely monitor their mailboxes, email inboxes, and any other form of communication they regularly receive from the agency. HPD intends to transition EHV participants to a program called “HOME TBRA,” which stands for Tenant Based Rental Assistance. Families currently participating in HPD’s EHV program who are considered in good standing will receive an invitation to apply to HOME TBRA. If your EHV subsidy was previously terminated, you will not be eligible for HOME TBRA assistance.

If your voucher is administrated by NYCHA:

NYCHA EHV participants should monitor their mailboxes, email inboxes, and any other form of communication they regularly receive from the agency. NYCHA’s plan for EHV holders is to have them submit an application for NYCHA Public Housing (Section 9 Housing) and try to move voucher holders into Public Housing or other housing programs 

To be eligible for this resource, applicants MUST complete an application on their Self-Service NYCHA portal by Friday, May 1, 2026Applicants who do not submit this application by the deadline of May 1st would not be considered for this potential housing option.
