Cathy Pennington joined Phipps Houses Services, Inc. in August 2019. Ms. Pennington has extensive experience in managing affordable housing programs spanning over 35 years. She currently oversees a portfolio of 10,000 affordable housing units in NYC.   She served as Executive Vice President at NYCHA overseeing the country’s largest Section 8 program.  In her property management role at Phipps, Ms. Pennington oversees strategic business initiatives which will enhance operations with a focus on efficiency, cost controls and compliance with multiple regulatory agencies. As General Manager, Ms. Pennington works closely with the Area Managers and Department Directors to improve business process and customer service by adding online services for tenants and performance management oversight of property management operations.  

Ms. Pennington received her BS in Social Work from Cleveland State University and a Master of Social Science Administration from Case Western Reserve University. Ms. Pennington formerly served as the President of the National Leased Housing Association in Washington, D.C.
