Cecile A. Noel

Cecile A. Noel is the former Commissioner of the NYC Mayor’s Office to End Domestic and Gender-Based Violence (ENDGBV), serving from 2015 until her retirement in August 2024. As Commissioner, Cecile led the office’s work of coordinating a citywide response to domestic and gender-based violence, enhancing prevention efforts, and developing innovative and responsive programming to support survivors throughout New York City.  

Prior to her appointment, Cecile was Executive Deputy Commissioner for the Human Resources Administration (HRA) Emergency Intervention Services, managing a $200 million operating budget and over 500 staff. Under her leadership, HRA expanded services across 52 domestic violence shelters and launched the Teen Relationship Abuse Prevention Program (RAPP), which now operates in 100 NYC public schools. Her oversight also included emergency food, energy assistance, crisis response, and Adult Protective Services  programs. 

Cecile previously served as Director at the Office of Prison Health and Special Patient Services for NYC Health and Hospital Corporation, where she served as the lead negotiator responsible for planning and budgeting for the municipal hospital system’s prison health program and oversaw system-wide violence prevention initiatives. 

Cecile A. Noel is a graduate of Vassar College and holds a master’s degree in social work administration from Columbia University. She is an adjunct professor at Hunter College.
